I think this is wrong. I remember hearing about this before and I am sure it is not the first or last time it has happened. I do not think this is correct because if they are happy, good, and treat each other with respect they should not be denied the licence to get married. We are going back to the times were there was racism, where black people where treated badly and whoever spoke or related with them was bad or looked at badly.
